U.S. and Iran Trade Heaviest Strikes Since Ceasefire Began
On Thursday, July 9, the United States struck approximately 90 military targets across Iran, the largest single wave of attacks since a fragile ceasefire was signed on June 17. Iran retaliated by firing 10 ballistic missiles at a U.S. air base in Jordan and launching additional strikes at American facilities in Bahrain, Kuwait, and Qatar. President Trump posted videos of the explosions and warned that “if it happens again, it will get much worse.” Mediators from Qatar are now pressing both sides to step back from the brink and resume negotiations. 1, 2
Trump Formally Notifies Congress: Syria Off Terrorism List
On Thursday, July 9, Secretary of State Marco Rubio announced that President Trump has formally notified Congress of his intent to remove Syria from the U.S. list of State Sponsors of Terrorism, starting a required 45-day congressional review. Trump made the announcement during a meeting with Syrian President Ahmed al-Sharaa on the sidelines of the NATO summit in Ankara. The move would lift decades-old U.S. sanctions on Damascus and is the latest step in a broader normalization process with Syria’s new government. 3, 4
GOP Senator: “Zero Chance” Senate Kills Filibuster for SAVE Act
In a candid interview published Thursday, July 9, Sen. Kevin Cramer (R-N.D.) declared there is “zero chance” Senate Republicans will eliminate the filibuster to pass President Trump’s SAVE America Act, a sweeping election reform bill. Cramer added that far more GOP senators privately oppose abolishing the 60-vote rule than are willing to admit publicly, saying the impression that only four or five oppose it “drives me crazy.” Trump’s signature voter registration bill cannot clear a Democratic filibuster and stands no real path to his desk. 5
Johnson Eyes “Birth Tourism” Bill to Quiet Right Flank
House Speaker Mike Johnson is exploring a floor vote on legislation to end “birth tourism,” which would bar pregnant women from entering the U.S. legally to obtain citizenship for children born on American soil. The move, reported by Politico on Thursday, July 9, is designed to appease conservative members who have been demanding action on birthright citizenship since the Supreme Court blocked Trump’s executive order. House passage would be largely symbolic given the near-certainty of a Senate filibuster, but Johnson needs a way to respond to his restless right flank quickly. 6
McConnell Health Silence: His Own Governor Demands Answers
Kentucky Gov. Andy Beshear sent a formal letter on Thursday, July 9, to Sen. Mitch McConnell’s office demanding a public update on the 84-year-old senator’s health. McConnell was hospitalized in Washington on June 14 for undisclosed medical issues, and his staff has said virtually nothing since. McConnell chairs the Senate Appropriations Committee, and his extended, unexplained absence is already complicating President Trump’s push to secure a major Pentagon funding increase ahead of the midterms. 7, 8

North Carolina Gov. Vetoes Homeless Camp Ban; Signs 12 Bills
Gov. Josh Stein on Thursday, July 9, vetoed a Republican-backed bill that would have banned unauthorized camping in public spaces, saying it was “poorly constructed” and would threaten the churches and nonprofits that help homeless people with criminal liability. Stein also signed 12 other bills into law, including a first-in-the-state ban on land purchases by entities tied to foreign adversary governments within 50 miles of military installations, and new consumer protections against cryptocurrency kiosk scams. House Speaker Destin Hall announced his chamber plans to override the veto. 9, 10
California Signs Law Requiring Corporations to Fund Medi-Cal
Gov. Gavin Newsom signed the Fair Share from Big Corporations Act into law on Thursday, July 9, requiring large employers to pay their fair share of Medi-Cal costs rather than shifting those expenses onto taxpayers. The law is a direct response to the projected federal Medicaid cuts under the One Big Beautiful Bill, which California estimates could cost the state billions of dollars annually beginning in 2028. Newsom called the measure a first line of defense to protect the roughly 15 million Californians enrolled in Medi-Cal from losing coverage. 11
Maine Democrats Race to Replace Platner by July 27 Deadline
With Graham Platner’s withdrawal confirmed, the Maine Democratic Party began its replacement search in earnest on Thursday, July 9, facing a hard July 27 deadline to name a new candidate to challenge GOP Sen. Susan Collins in November. Former state Senate President Troy Jackson formally announced his candidacy, while former Secretary of State Shenna Bellows and former public health director Nirav Shah confirmed they are evaluating bids. Sen. Chris Murphy publicly warned that the process must not be “a party insider backroom deal,” reflecting deep voter frustration with the Democratic establishment. 12, 13
