Trump Slaps 50% Tariff on Range of Canadian Goods
President Trump signed three proclamations Monday imposing an additional 50 percent tariff on a range of Canadian imports, including wine, dairy, automobiles, hockey sticks, and cement. The White House said the move responds to what it called discriminatory treatment of American alcohol, auto, and dairy exports by Canada. The tariffs, covering roughly five percent of Canadian exports to the United States, take effect in 30 days and do not exempt goods otherwise compliant with the U.S.-Mexico-Canada trade agreement. House GOP Unveils Stopgap Bill Ahead of Recess Sprint
House Republican leaders are pushing this week to pass a clean stopgap funding bill that would keep the government running through December 4, hoping to avoid a third shutdown before the November midterms. Speaker Mike Johnson is betting that hard-line members, including Freedom Caucus Chairman Andy Harris, will let the measure pass without attaching the SAVE America Act elections overhaul. The bill will compete for floor time this week with the annual defense policy package and a Republican-authored ban on congressional stock trading, all before lawmakers leave for August recess. 4
House GOP Panel to Mark Up Border Bill Tuesday
The House Judiciary Committee is scheduled to hold a Tuesday markup of a sweeping immigration enforcement bill drawing on provisions from a prior Congress’s H.R. 2 legislation. The move fulfills a promise Speaker Johnson made to House hard-liners earlier this month after they froze floor business for weeks. Moderate and senior Republicans have cautioned that the bill, in its current form, lacks the votes to pass the full chamber, setting up another intraparty fight for GOP leadership this week. 4
Judges Split on DHS Voter Citizenship Database Access
Two federal judges have issued conflicting rulings on whether the Department of Homeland Security may give states expanded access to a citizenship-verification database for voter list maintenance. A District of Columbia judge blocked the expanded access in June, citing federal privacy law, while a Florida judge later ordered DHS to restore it for four states under a prior settlement. The two courts held a hearing Monday to work through the standoff, with DHS currently complying with both conflicting orders by limiting expanded access to only the four states covered by the Florida settlement. 5

Crowley Reenters Wisconsin Governor’s Race with Evers Backing
Milwaukee County Executive David Crowley relaunched his campaign for Wisconsin governor Monday at a downtown Milwaukee rally, this time with the public endorsement of outgoing Governor Tony Evers. Crowley had suspended his bid on July 8 to back Lieutenant Governor Sara Rodriguez, but reentered the race after Rodriguez dropped out Friday amid a campaign finance controversy. His return further scrambles a crowded Democratic field that already includes Mandela Barnes, Francesca Hong, Joel Brennan, and Kelda Roys ahead of the August 11 primary. 6, 7
New Jersey Bans Landlord Rent-Setting Algorithms
Governor Mikie Sherrill signed the Forbidding the Algorithmic Inflation of Rent Act into law Monday in Newark, making New Jersey the fourth state to ban landlords from using algorithmic software to set rents. The law prohibits landlords from using tools that recommend rent prices based on nonpublic data shared by competing landlords, a practice officials say has let corporate landlords coordinate price increases. Attorney General Jennifer Davenport said her office already has ongoing litigation targeting algorithmic rent collusion by landlords and technology companies. The law empowers the attorney general to pursue civil penalties of up to $1,000 per violation. 8
Delaware Governor Signs Health Care Affordability Package
Governor Matt Meyer signed three bills into law Monday in Wilmington aimed at lowering health care costs and shielding Delaware hospitals from private equity ownership. The package caps hospital charges relative to Medicare rates, expands free and discounted charity care to a wider income band than any other state, and imposes a two-year moratorium on for-profit acquisitions of Delaware health systems. Meyer said the measures respond to what he called federal Republican cuts to health care coverage. 9
Arizona AG Race Finance Filings Reveal PAC Money Fight
New campaign finance filings released Monday show a mobile home park operator sued by Arizona Attorney General Kris Mayes has funneled more than $600,000 into a political action committee backing Senate President Warren Petersen’s bid to replace her. The disclosures, covering activity through June 30, also show Petersen’s Republican primary rival, Rodney Glassman, outraising him directly, while Mayes, who faces no primary opponent, has stockpiled $2.3 million ahead of the general election. Arizona’s primary election takes place Tuesday. 10
