U.S. and China Extend Trade Truce Into January
Late Wednesday, Treasury Secretary Scott Bessent announced that the United States and China had agreed to extend their trade truce through January 10. The arrangement, previously due to expire November 10, continues pauses on some tariffs and export restrictions. Bessent spoke after meeting Chinese Vice Premier He Lifeng in Washington and shortly after President Xi Jinping arrived for a state visit. He said China had not fully met some commitments, including agricultural purchases, and that both governments would use the extension to continue economic talks. Bessent also said further announcements involving farm purchases and financial services could follow during Xi’s visit.1, 2
Judge Orders White House Press Access Restored
Early Thursday, a federal judge temporarily blocked President Donald Trump’s ban on CNN, MS NOW and Politico from White House grounds and ordered their access restored immediately. U.S. District Judge Timothy Kelly issued a 14-day temporary restraining order after hearing arguments Wednesday. He found that the outlets were likely to succeed in showing that officials revoked their press passes without due process. Kelly also said the White House had not shown that national security concerns drove the ban. The three outlets argued that the administration targeted them because of their coverage. The White House had not immediately responded to the ruling.3, 4
Senate Confirms Colmenero to Federal Bench
On Wednesday, the Senate confirmed Angela Veronica Colmenero as a U.S. district judge for the Southern District of Texas by a 50-47 vote. President Trump nominated Colmenero to fill the vacancy created by the retirement of Judge Lee H. Rosenthal. The Senate had invoked cloture Tuesday by a 52-43 vote, clearing the way for final action. Colmenero’s nomination was received in May, considered at a Judiciary Committee hearing in June and reported favorably in July. Her confirmation adds another Trump appointee to the federal judiciary and concludes the Senate’s consideration of Executive Calendar nomination number 828.5, 6
Judge Dismisses States’ Challenge to DOGE Access
On Wednesday, a federal judge in New York dismissed a lawsuit from 19 state attorneys general challenging Department of Government Efficiency access to the Treasury Department’s central payment system. U.S. District Judge Jeannette Vargas found that DOGE’s dissolution made the access claims moot and that the states had not plausibly alleged that the automated review system itself canceled payments owed to them. The program identified payments that might conflict with presidential executive orders and flagged them for additional review. The ruling granted dismissal to President Trump and the Treasury Department, ending this challenge to DOGE’s handling of sensitive federal payment data.7, 8
Poll Finds Rural Voters Frustrated by Economy
On Wednesday, an Associated Press and KFF survey found broad economic frustration among rural registered voters, a group important to Republican electoral support. About half said the economy was worse than when President Trump returned to office, while 48% approved of his overall job performance. Only about four in 10 approved of his handling of the economy. Groceries, gasoline and health care ranked among voters’ leading cost concerns. The survey included 2,241 registered voters in rural areas, interviewed August 12 through August 24 through the probability-based SSRS Opinion Panel. Its margin of sampling error was plus or minus three percentage points.9

Maryland Sets Statewide Data Center Review Rules
On Wednesday, Maryland Governor Wes Moore signed an executive order establishing a standard state review process for data centers using at least 25 megawatts. The order creates a Data Center Task Force and a public dashboard that will identify proposed projects, developers, locations, expected electricity demand, projected water use and the state’s response. Reviews will consider ratepayer and grid protection, economic benefits, public input, environmental safeguards and transparency. Moore also called for repeal of Maryland’s 2020 data center tax exemption. The order does not impose a statewide moratorium, drawing support from the state Democratic Party and criticism from Green Party candidate Andy Ellis.10
Iowa Judge Dismisses Trump’s Poll Lawsuit
On Wednesday, an Iowa judge dismissed President Trump’s lawsuit against the Des Moines Register, former pollster J. Ann Selzer and the newspaper’s parent company over a 2024 presidential poll. District Judge Scott Beattie ruled that the poll and its coverage were protected political speech, not commercial activity covered by Iowa’s consumer fraud law. The survey had shown Kamala Harris leading Trump 47% to 44% shortly before Trump won Iowa. Beattie dismissed the case with prejudice, preventing the same claim from being filed again. Selzer welcomed the ruling, while Trump’s personal lawyers did not immediately respond to requests for comment.11, 12
New York Poll Shows Hochul Leading Blakeman
On Wednesday, a Siena University poll of likely New York voters showed Democratic Governor Kathy Hochul leading Republican Nassau County Executive Bruce Blakeman 50% to 41%. The result was little changed from Hochul’s 49% to 39% lead in August. Two-thirds of voters expected Hochul to win, including 37% of Republicans. Blakeman led among Republicans and narrowly among independents, while Hochul held a large advantage in New York City. Siena surveyed 1,144 likely voters from September 11 through September 17. The margin of error was 3.9 percentage points for core questions and 4.2 points among respondents completing the entire survey.13
