Supreme Court Takes Immigration Detention Case
On Thursday, the Supreme Court agreed to review the Trump administration’s policy denying bond hearings to immigrants detained while fighting deportation. The justices will decide whether immigrants already living in the United States may ask a judge for release on bond while their cases proceed. Most federal appeals courts addressing the issue have rejected detention without a hearing under federal law, while the Fifth and Eighth Circuits have upheld mandatory detention. The case involves Brazilian citizen Ricardo Aparecido Barbosa da Cunha, who sought a hearing after his 2025 arrest. The Court is expected to hear arguments in the coming months. 1, 2
States Challenge Repeal of Power Plant Rules
On Thursday, a coalition of 21 states and several local governments sued the Trump administration over the Environmental Protection Agency’s repeal of federal greenhouse gas limits for coal and natural gas power plants. The plaintiffs, led by New York, filed their challenge in the United States Court of Appeals for the District of Columbia Circuit. They argue that the EPA acted unlawfully and failed to consider the health and climate costs of allowing additional emissions. The agency said last month that the rules lacked a proper legal basis under the Clean Air Act. The EPA does not comment on pending litigation. 3, 4
Treasury Issues Rules for School Choice Credit
On Thursday, the Treasury Department and Internal Revenue Service issued proposed and temporary regulations for the new federal Education Freedom Tax Credit. Beginning January 1, taxpayers may claim a nonrefundable credit of up to $1,700 for qualified cash donations to approved scholarship organizations. Married couples filing jointly may claim as much as $3,400 if each spouse makes a qualifying contribution. States may choose whether to participate and must identify eligible scholarship organizations. The temporary rules establish state election, registration, donor acknowledgment and reporting procedures, while the proposed rules address income limits, eligible expenses and safeguards against fraud and abuse. 5, 6
Pentagon Raises Combat Pay Across Armed Forces
On Thursday, the Pentagon announced the first military-wide increase in hostile fire and imminent danger pay since 2002. Hostile fire pay doubled from $225 to $450 per month, while the monthly limit for imminent danger pay rose from $225 to $275. The changes took effect Thursday for soldiers, sailors, airmen, Marines and Space Force guardians serving in qualifying locations. Service members cannot receive both payments during the same month. Hostile fire pay covers troops exposed to enemy action, while imminent danger pay applies in designated locations where physical harm is considered likely because of war, terrorism or civil unrest. 7, 8
HHS Reports Fraud in Migrant Child Program
On Thursday, the Department of Health and Human Services released a memorandum identifying six kinds of fraud in the federal program for unaccompanied migrant children during the Biden administration. The department said its review found false identity documents, manipulated photographs, unverifiable addresses, fingerprint fraud, undisclosed household members and misrepresented ages. Officials reviewed a subset of 1,669 fraud reports recorded from October 2023 through October 2024 and said about 85 percent of those examined involved intentional document fraud. HHS said stronger sponsor checks might have reduced risks to children. The findings and characterizations come from the department’s own review. 9

Maryland Governor Signs Housing Reform Orders
On Thursday, Maryland Governor Wes Moore signed two executive orders intended to expand housing production and speed state permitting. One creates a Housing Innovation Incubator and advisory council, supports modular construction and establishes a workforce partnership for training and apprenticeships. The second creates a nine-member Permitting and Licensing Acceleration Team to review state processes, identify delays and recommend administrative, regulatory or legislative changes. The team will initially focus on multifamily housing and other priority development projects. Maryland Housing Secretary Jake Day said the state has underproduced housing by about 8,000 units annually for two decades. The orders took effect after a signing ceremony in Baltimore. 10, 11
Florida Republicans Rally Behind Byron Donalds
On Thursday, Vice President JD Vance campaigned in Lakeland, Florida, with Republican gubernatorial nominee Byron Donalds and Senator Ashley Moody. The rally sought to energize Republican voters before the November election, as Donalds faces Democratic nominee David Jolly for the open governor’s office. Vance told supporters that Republicans were in a close contest and urged them to turn out. Donalds emphasized his support from President Trump and his campaign’s plans for Florida. The event drew thousands, according to local coverage. It occurred as affordability and artificial intelligence data centers have become prominent issues in the governor’s race. 12, 13
Forecaster Tightens Florida and Texas Governor Races
On Thursday, the Cook Political Report shifted the Florida and Texas governor’s races from Likely Republican to Lean Republican, signaling more competitive contests while still favoring the Republican nominees. Florida Republican Byron Donalds faces Democrat David Jolly for the seat being vacated by term-limited Governor Ron DeSantis. In Texas, Republican Governor Greg Abbott is seeking a fourth term against Democratic state Representative Gina Hinojosa. Polling remained mixed: a newly added Texas survey showed Abbott ahead 52 percent to 47 percent, while a recent Florida survey showed Jolly leading Donalds 48 percent to 46 percent.
