Cook Forecasts Democratic Gains in Congress
On Sunday, Cook Political Report founder Charlie Cook said Democrats were likely to retake the House and had a realistic chance to win the Senate in November. Cook told ABC News that he expected Democrats to gain about 20 House seats and four or five Senate seats. He identified Michigan, North Carolina, Alaska, Iowa, New Hampshire, Minnesota and possibly Kansas as important Senate contests. Cook described the election as a red undertow rather than a uniform blue wave, with opposition to President Trump affecting Republicans unevenly. Decision Desk HQ estimated Democratic chances at 72 percent in the House and 54 percent in the Senate. 1
Kennedy Urges Trump to Focus on Affordability
On Sunday, Republican Senator John Kennedy of Louisiana urged President Trump to focus on affordability before the midterm elections. Kennedy told CBS News that the elections would be close and said parents he met while campaigning in battleground states were worried about living costs. He also asked Trump, Secretary of State Marco Rubio or Joint Chiefs Chairman Dan Caine to address the country about the Iran conflict and explain the administration’s goals and exit plan. Kennedy said higher oil prices were painful for Americans and called for either settling the dispute to reopen the Strait of Hormuz or escalating without sending ground troops. 2
Khanna Supports Possible Third Trump Impeachment
On Sunday, Democratic Representative Ro Khanna of California said impeaching President Trump again would not necessarily be a mistake if Democrats capture the House. Khanna told NBC News that impeachment could establish constitutional standards concerning unauthorized military action, federal employment decisions and alleged foreign dealings involving a president’s family. He also said Democrats could pursue accountability while advancing a cost-of-living agenda during their first 100 days. That agenda, he said, could include child care, a higher minimum wage, paid family leave and higher taxes on billionaires. Democratic Senator Tammy Duckworth has urged her party to focus on governing rather than impeachment. 3, 4
Tillis Faults Trump Over Texas Senate Choice
On Sunday, Republican Senator Thom Tillis said President Donald Trump made a “colossal mistake” by endorsing Texas Attorney General Ken Paxton over Senator John Cornyn in the state’s Republican Senate primary. Tillis told CNN that Trump’s choice created an “unforced error” for the party as it tries to retain the seat in November. Paxton defeated Cornyn in May and now faces Democratic state Representative James Talarico. Tillis said Republicans would not be spending heavily in Texas if Cornyn had won. He also argued that the party should not demand complete loyalty to Trump from elected Republicans. 5, 6
Kelly Says Democrats Must Deliver if Elected
On Sunday, Democratic Senator Mark Kelly of Arizona said his party would need to produce legislation if voters give Democrats control of Congress. Kelly told ABC News that Democrats should have answers, pass bills and send them to President Trump. He predicted heavy turnout and said many contests would be close because Americans were struggling with living costs. Kelly also addressed artificial intelligence after Trump’s meeting with Chinese President Xi Jinping. He said a working group did not amount to an agreement, warned that the technology could disrupt jobs, and argued that the United States needs safeguards while remaining ahead of China in advanced AI development. 7

Newsom Signs New California Anticorruption Package
On Sunday, California Governor Gavin Newsom signed an 11-bill package addressing public corruption, cryptocurrency, ticketing and consumer privacy. Assembly Bill 2409 bars California public officials from issuing meme coins and prevents companies from listing such coins using an official’s likeness. Senate Bill 1208 establishes guidelines intended to help victims recover losses from cryptocurrency scams. Assembly Bill 1349 requires refunds for canceled, postponed or rescheduled events and bars speculative ticket sales. Other measures address unauthorized resale of restaurant and tee-time reservations, candidate and lobbyist ethics, app privacy settings, consumer privacy requests, municipal golf reservations and the eligibility of people with felony convictions to hold elective office. 8, 9
Beshear Sees Wider Democratic Governors Map
On Sunday, Kentucky Governor Andy Beshear said Democrats had opportunities to gain several Republican-held governorships in November. Beshear, who chairs the Democratic Governors Association, told CNN that races in Florida, Texas, Alaska and Nebraska had moved within the margin of error. He pointed to Democratic victories in New Jersey and Virginia last year as helping the party. Beshear said the association was speaking daily with Texas Democratic candidate Gina Hinojosa’s campaign. He also said Democrats must present an affirmative agenda rather than campaign solely against President Trump. If elected, he added, Democratic governors would need to govern effectively and address concerns about the economy. 10
Poll Shows Abbott Leading Texas Governor Race
On Sunday, Big Data Poll released a Texas survey showing Republican Governor Greg Abbott leading Democratic state Representative Gina Hinojosa among likely voters. Abbott received 47.1 percent on the initial ballot, compared with Hinojosa’s 43.5 percent. After undecided voters were asked which way they leaned, Abbott’s advantage expanded to 48.9 percent against 44.4 percent. The Public Polling Project interviewed 793 registered voters, including 698 likely voters, from September 24 through September 26. Interviews were conducted online and by live-agent telephone, with results weighted for major demographic and geographic factors. The reported sampling error was plus or minus four percentage points. 11
