Trump Administration Halts 760,000 ACA Enrollments
On Tuesday, the Trump administration said it was halting Affordable Care Act marketplace coverage for more than 760,000 enrollees it believes were improperly or fraudulently signed up. The Centers for Medicare and Medicaid Services had canceled about 315,000 plans in August, citing concerns that included unverified citizenship or immigration documents. Vice President JD Vance estimated the cancellations would recover about $2.2 billion in federal premium tax credits. Officials also announced a six-month freeze on new broker registrations and said 569 brokers would be barred. A brokers’ trade group said a broad moratorium would also punish legitimate professionals.1, 2
Administration Sets Refugee Focus on Afrikaners
On Tuesday, the Trump administration informed Congress that it plans to admit as many as 17,500 refugees during fiscal year 2027, primarily white Afrikaners from South Africa. The State Department notice said the administration believes Afrikaners face racial persecution, a claim the South African government denies. The proposed ceiling would apply over the next 12 months and is expected to cost about $500 million. Reuters reported that all but three of nearly 3,000 refugees admitted during the current fiscal year through August were South Africans. Global Refuge criticized the plan for centering one group while excluding other vulnerable families.3, 4
Trump Backs Reviewing Ban on Diesel Exports
On Tuesday, President Donald Trump said he supports stopping diesel exports while his administration studies whether a full or partial ban would work. Treasury Secretary Scott Bessent said officials were examining the proposal as fuel prices reached record levels. Several Republican candidates in competitive congressional races have urged the administration to keep more American diesel at home. Energy Secretary Chris Wright has warned that an export ban could cause refiners to reduce production, potentially raising gasoline and fuel prices on the East and West coasts. Interior Secretary Doug Burgum has also said other countries could respond with restrictions of their own.5
Appeals Court Rejects Capitol Protest Exception
On Tuesday, a federal appeals court ruled that congressional authorities cannot allow demonstrations on the Capitol’s East Steps only when a member of Congress sponsors them. The D.C. Circuit classified the steps as a nonpublic forum, meaning the government may limit access but must use viewpoint-neutral rules and objective standards. Judge Neomi Rao wrote that arbitrary control over speakers threatens First Amendment protections. Judge Karen Henderson joined her opinion. Judge Judith Rogers agreed that the selective exception was unconstitutional but argued that part of the steps should be treated as a public forum where protest activity must be permitted.6
Senate Advances College Sports Bill Toward Vote
On Tuesday, the Senate voted 70 to 21 to end debate on a substitute amendment to the Protect College Sports Act, moving the bill closer to a final vote. The measure would establish federal rules for college athletes’ name, image and likeness agreements and require athletes to report compensation above $600. It would require agents to register with states, cap certain agent fees at 5 percent, and guarantee athletes one transfer without losing eligibility. The legislation also includes a limited antitrust exemption for joint agreements covering college sports media rights. Tuesday’s action was procedural and did not constitute final passage.7, 8

States Sue Over Federal Offshore Wind Buyouts
On Tuesday, attorneys general from eight East Coast states filed two lawsuits challenging Trump administration agreements that would pay developers $1.4 billion to abandon offshore wind leases. The coalition includes Connecticut, Delaware, Maine, Massachusetts, New Jersey, New York, Rhode Island and Vermont. The complaints target deals involving Bluepoint Wind and Invenergy and seek to void the lease cancellations. The states contend that using the federal Judgment Fund for the agreements violates several federal laws because that account is intended to pay legitimate legal claims. California filed a separate lawsuit Tuesday challenging the buyout of an offshore wind lease near its coast.9, 10
Healey Seeks Two-Month Massachusetts Gas Tax Pause
On Tuesday, Massachusetts Governor Maura Healey announced legislation to suspend the state’s 24-cent-per-gallon tax on gasoline and diesel for two months. Her proposal would take effect one week after being signed and requires approval from state lawmakers. Healey estimated that the temporary suspension would provide $120 million in relief. She said the lost revenue would be replaced with higher-than-expected collections from the state’s surtax on high-income earners, avoiding reductions elsewhere. Republican gubernatorial candidate Michael Minogue has proposed suspending the tax whenever gasoline exceeds $4 a gallon and keeping the pause until prices fall below that level.11, 12
Marist Poll Gives Sand Iowa Governor Lead
On Tuesday, a new Marist Poll showed Democrat Rob Sand leading Republican Zach Lahn 54 percent to 42 percent in Iowa’s race for governor. The survey also found independent voters favoring Sand 57 percent to 33 percent. Among all respondents, 56 percent said they expected Sand to win, regardless of their own choice. Marist conducted the statewide survey from September 17 through September 20 among 1,050 registered voters. The result showed a wider Democratic advantage than several recent Iowa polls, which have generally placed the governor’s race closer. The poll measures current voter preference rather than the final election result.13, 14
