ACLU Challenges Trump’s Second Birthright Order
On Tuesday, attorneys for the American Civil Liberties Union asked a federal judge in New Hampshire to declare that a Supreme Court ruling on birthright citizenship also blocks a second executive order President Trump signed last week. The ACLU represents immigrant families and argues the new order defies the court’s June decision, which rejected the administration’s first attempt to end birthright citizenship for children of certain noncitizen parents. The order would deny citizenship to children born in the United States to an “alien enemy,” a foreign government employee, or a parent involved in a citizenship-related commercial transaction. The order is set to take effect September 6. 1
Judge Again Blocks Trump Mail Voting Order
On Tuesday, a federal judge in Boston again blocked President Trump’s executive order that sought to create a national voter list and direct the U.S. Postal Service to limit mail ballot delivery. U.S. District Judge Indira Talwani, who had already halted the order in June, granted a preliminary injunction sought by the League of Women Voters and other voting rights groups. She wrote that the executive branch “has no authority to regulate elections.” The White House said it would keep pursuing the president’s election agenda through Congress. The administration has separately asked the Supreme Court to lift related lower court rulings. 2, 3
Appeals Court Revives Fast-Track Deportation Power
A federal appeals court on Tuesday revived the Trump administration’s ability to use expedited deportation against migrants who entered the country under parole programs created during the Biden administration. The U.S. Court of Appeals for the District of Columbia Circuit ruled 3-0 that the advocacy groups challenging the policy lacked legal standing to sue, reversing a lower court’s block. The Department of Homeland Security had sought to apply the fast-track removal process, which normally targets people at the border, to hundreds of thousands of migrants admitted on parole. DHS general counsel James Percival called the ruling a “big win” for the administration. 4
Raskin Seeks Records on Dropped Pool Case
On Tuesday, Representative Jamie Raskin of Maryland sent a letter demanding records from the Justice and Interior Departments about the collapsed prosecution of a former Olympian accused of damaging the Lincoln Memorial Reflecting Pool. Raskin, the top Democrat on the House Judiciary Committee, asked whether President Trump pressured officials to “retaliate against and scapegoat” the man after prosecutors dropped the felony charge, later attributing the pool damage to a botched renovation. The letter questions whether the Justice Department misled a grand jury and seeks the release of all related documents and testimony by August 25. The Justice Department said it follows the evidence in every case. 5
House Republicans Press Vendor on Voter Error
On Tuesday, House Judiciary Committee Chairman Jim Jordan and three other Republican committee leaders sent a letter to the CEO of contractor IDEMIA seeking information about a software error that they said registered thousands of noncitizens to vote in New Jersey. The letter, also signed by House Administration Committee Chairman Bryan Steil and two subcommittee chairs, asks the company to explain how the error occurred and what safeguards exist to prevent it. The inquiry comes as Republicans continue pushing legislation requiring proof of citizenship for voter registration nationwide. The IDEMIA matter adds to ongoing congressional scrutiny of state voter roll accuracy ahead of the November midterms. 6

Graham, Norman Advance to SC Senate Runoff
On Tuesday night, South Carolina Senator Darline Graham, who was appointed to fill her late brother Lindsey Graham’s seat, advanced to a runoff in the special Republican Senate primary despite President Trump’s endorsement. The Associated Press called the race for a runoff between Graham and Representative Ralph Norman after neither candidate secured a majority in a crowded field of Republican contenders. The two will face each other again on August 25 to determine the party’s nominee for the remainder of the term. The seat has been closely watched since Graham’s death last month prompted Governor Henry McMaster to appoint his sister as a caretaker senator. 7, 8
Minnesota Primary Results Split Both Parties
On Tuesday night, Minnesota voters delivered a mixed verdict in primaries to replace Governor Tim Walz and fill the state’s open Senate seat. Senator Amy Klobuchar easily won the Democratic nomination for governor, while House Speaker Lisa Demuth defeated Trump-endorsed MyPillow founder Mike Lindell for the Republican nomination. In the Senate race, Lieutenant Governor Peggy Flanagan defeated Representative Angie Craig for the Democratic nomination, while former sports broadcaster Michele Tafoya won the Republican primary. The results reflected divisions within both parties over immigration enforcement, including the Department of Homeland Security’s Operation Metro Surge in the Twin Cities. 8, 9
Crowley Edges Hong in Wisconsin Primary
On Tuesday night, Milwaukee County Executive David Crowley narrowly won Wisconsin’s Democratic primary for governor, defeating state Representative Francesca Hong in a race that stretched into the early morning hours. Hong, a democratic socialist, had led in polling for weeks against Crowley, who ran as the more moderate candidate in the contest to succeed term-limited Governor Tony Evers. The Associated Press called the race Wednesday morning after a tight overnight count. On the Republican side, Representative Tom Tiffany won his party’s nomination for governor by a wide margin. Wisconsin remains a closely divided battleground state in presidential politics. 8, 9
