Trump Declares Iran War ‘Terminated,’ Rejects Peace Deal
President Trump sent a letter to Congress on Friday, as the 60-day War Powers Resolution deadline arrived, declaring that the ceasefire with Iran has ‘terminated’ U.S. hostilities, and that congressional authorization is therefore not required. Trump simultaneously rejected Iran’s latest peace proposal, conveyed through Pakistani intermediaries, and labeled critics of the conflict ‘treasonous.’ Democrats dismissed the legal argument as baseless, while constitutional scholars noted the War Powers Act contains no ceasefire exception. A U.S. naval blockade of the Strait of Hormuz remains in place. 1, 2, 3
Trump Signs Cuba Sanctions Order, Targeting Foreign Banks
President Trump on Friday signed an executive order significantly expanding U.S. sanctions against the Cuban government, authorizing secondary sanctions against foreign companies and banks that conduct business with Havana. The new restrictions broaden the existing embargo to target entities that support Cuba’s security apparatus or are involved in human rights abuses. Administration officials said the move is linked to Cuba’s alignment with Iran and militant groups and follows Trump’s earlier national emergency declaration on Cuban oil imports. 4, 5
Trump Signs TrumpIRA Order, Rallies Seniors in Florida
President Trump signed an executive order on Friday establishing TrumpIRA.gov to expand retirement savings access for American workers and then traveled to The Villages, Florida, for his first public appearance since the White House Correspondents’ Dinner shooting. Speaking before thousands of seniors, Trump promoted the ‘No Tax on Social Security’ provision of his One Big Beautiful Bill, telling the crowd that over 51 million American seniors now pay a federal tax rate of zero. The visit comes as Trump’s approval rating has fallen to 34 percent in a Reuters/Ipsos poll, the lowest of his second term. 6, 7, 8
Democrats Push Nationwide Ban on Mid-Cycle Redistricting
House Democrats on Friday formally introduced legislation calling for a federal ban on mid-decade congressional redistricting, arguing that Republican-led states are exploiting the Supreme Court’s recent Voting Rights Act ruling to entrench partisan power. Minority Leader Hakeem Jeffries said Democrats’ own redistricting efforts were a ‘direct and temporary reaction’ to Republican gerrymandering and accused the GOP of drawing new maps ‘in the dead of night’ without public approval. The bill has no path forward with Republicans controlling the House, but Democrats framed it as a defining midterm issue. 9, 10

Alabama and Tennessee Call Redistricting Special Sessions
Alabama Governor Kay Ivey and Tennessee Governor Bill Lee both announced special legislative sessions on Friday in response to last week’s Supreme Court ruling narrowing the Voting Rights Act. Alabama’s session begins Monday, May 4, and is designed to prepare the state for potential court action that could allow it to reinstate an earlier congressional map with only one majority-Black district, potentially adding a Republican seat. Tennessee’s session is similarly aimed at positioning the state to redraw its map and target the Memphis-based 9th District, the state’s only Democratic-held seat. 11, 12, 13
Maine’s Senate Race Reshuffled After Governor Mills Exits
Governor Janet Mills formally withdrew from Maine’s Democratic Senate primary on Friday, saying she lacked the financial resources to continue. Her exit clears the way for Graham Platner, a 41-year-old progressive oysterman and military veteran, to face five-term incumbent Republican Senator Susan Collins in November. Platner held $2.7 million in campaign cash at the end of March versus Mills’s $1 million. Senator Schumer and the Democratic Senatorial Campaign Committee immediately pledged to support Platner in what analysts expect to be one of the most competitive and expensive Senate races of 2026. 14, 15
Virginia Redistricting Fight Heads Back to Court
Virginia’s redistricting battle remained unresolved on Friday after the state Supreme Court declined to lift a lower court injunction blocking certification of the April 21 voter-approved redistricting referendum. The Tazewell County Circuit Court ruled the constitutional amendment was invalid on procedural grounds, and the Supreme Court allowed that ruling to stand while it considers the merits. Democrats had backed the referendum to allow a party-drawn map that could give them control of 10 of Virginia’s 11 congressional seats. The court has not set a date for its final ruling. 16, 17
