U.S. Indicts Raúl Castro for 1996 Murder of Americans
The Justice Department on Wednesday announced federal murder charges against former Cuban President Raúl Castro, 94, and five Cuban military officers in connection with the 1996 shoot-down of two small civilian aircraft flown by a Cuban exile group, killing four people including three Americans. Acting Attorney General Todd Blanche said a warrant has been issued and that Castro will face these charges “by his own will or another way.” President Trump, speaking at the U.S. Coast Guard Academy commencement, said the U.S. is “freeing up Cuba” and ruled out military escalation. 1, 2, 3
Jan. 6 Officers Sue to Kill Trump’s $1.8B Payout Fund
Two law enforcement officers who defended the Capitol on January 6, 2021, filed a federal lawsuit on Wednesday seeking to dissolve the Trump administration’s $1.776 billion “Anti-Weaponization Fund.” Former Capitol Police Officer Harry Dunn and D.C. Metropolitan Police Officer Daniel Hodges, who have faced ongoing harassment and death threats from rioters, called the fund a “corrupt sham” designed to compensate the January 6 rioters. The suit names President Trump, Acting Attorney General Todd Blanche, and Treasury Secretary Scott Bessent as defendants. 4, 5, 6
Trump Orders Banks to Flag Immigrants’ Accounts
President Trump on Tuesday signed an executive order directing bank regulators to update “know your customer” guidelines to flag financial transactions by people who are in the country without legal authorization. The order instructs the Treasury Department to identify red flags such as payroll tax evasion, identity concealment, and the use of individual taxpayer identification numbers to open accounts. The order stopped short of requiring banks to collect citizenship data from customers, a more sweeping proposal that the banking industry had opposed. 7, 8
Senate Panel Moves Immigration Enforcement Bill Forward
The Senate Homeland Security and Governmental Affairs Committee voted along party lines on Tuesday to advance a portion of the Republicans’ $72 billion immigration enforcement reconciliation bill. Democrats on the panel offered amendments to require judicial warrants for immigration searches and to bar federal agents from polling places, all of which failed. Senate Republicans are pressing to bring the full bill to the floor as quickly as possible after the Senate parliamentarian earlier struck down several provisions as non-compliant with budget rules. 9, 10
Barney Frank, Pioneer Congressman and Gay Icon, Dies at 86
Former Massachusetts Congressman Barney Frank died on Tuesday at his home in Ogunquit, Maine, at the age of 86, following a period in hospice care for congestive heart failure. Frank served 16 terms in the House and was the first member of Congress to voluntarily come out as gay. He is best remembered for co-authoring the Dodd-Frank Wall Street Reform and Consumer Protection Act following the 2008 financial crisis. Speaker after speaker on Capitol Hill paid tribute to him on Wednesday. 11, 12

Voting Rights Protesters Fill Mississippi Capitol
Thousands of residents from Mississippi and neighboring Southern states gathered at the War Memorial Building auditorium in Jackson on Wednesday to protest the Supreme Court’s recent ruling in Louisiana v. Callais, which significantly weakened the Voting Rights Act’s protections against racially discriminatory congressional maps. The gathering mirrors similar protests held in Alabama last week. Organizers say the ruling has opened the door for Republican-led legislatures across the South to eliminate majority-Black congressional districts before the November midterms. 13, 14
