Trump Rejects Iran Peace Proposal, Threatens Escalation
President Trump on Sunday rejected Iran’s latest peace proposal as “totally unacceptable,” bringing the diplomatic track to a near-complete standstill. Tehran’s plan demanded that Washington pay war reparations and recognize Iranian sovereignty over the Strait of Hormuz, both of which the White House dismissed outright. Trump warned that if negotiations remain deadlocked, the United States is prepared to escalate under what he called “Project Freedom Plus,” without providing further detail on what additional military measures that would entail. 1, 2, 3
Trump Departs for High-Stakes Beijing Summit Thursday
President Trump is scheduled to depart Thursday for Beijing, where he will meet with Chinese President Xi Jinping on May 14 and 15 for the first U.S. presidential visit to China in nearly a decade. The two-day summit is expected to address tariffs, Iran, Taiwan, and technology export controls. The meeting is being watched closely, as China has been a key economic lifeline for Iran throughout the conflict, and Trump is expected to press Beijing to use its leverage with Tehran. 4, 5
$72B ICE Funding Bill Heads to Senate Floor This Week
The Senate is set to hold a full floor vote this week on the $72 billion budget reconciliation package that would fund Immigration and Customs Enforcement and Customs and Border Protection through 2029. Committee text was due to the Budget Committee by May 15. The bill bypasses the Senate’s 60-vote filibuster threshold and is expected to pass along party lines. A contested $1 billion provision tied to Secret Service security upgrades for the White House East Wing, which includes a new presidential ballroom, has drawn sharp Democratic opposition. 6, 7
Midterm Forecast Darkens for GOP as Affordability Drives Democratic Surge
A new CNN analysis published Sunday projects that Trump’s falling approval ratings are raising Democratic odds of retaking the House to 86 percent, up from 58 percent just six months ago. Analysts cite voter frustration over gas prices, inflation, and the Iran war as the primary drivers. Democrats need only a net gain of three House seats to reclaim the majority, while Republicans have stockpiled roughly $600 million in campaign funds compared to $243 million for Democrats, a financial edge that could partially offset the structural headwinds. 8, 9

Clyburn Fires Back as S.C. Senate Weighs Redistricting
Rep. Jim Clyburn appeared on CNN’s “State of the Union” Sunday to respond to the Republican effort to redraw his South Carolina district out of existence, telling host Jake Tapper “the voters will have the last word on this.” Clyburn also argued that the redistricting attempt could backfire, potentially costing Republicans seats by over-packing GOP voters into fewer districts and opening up two new Democratic-leaning seats. The South Carolina Senate, which must vote by May 14 when the legislature adjourns, remained divided Sunday on whether to move forward. 10, 11
Federal Judge Reviews NAACP Bid to Block Tennessee Map
A federal judge in Nashville was reviewing Sunday an expanded legal challenge to Tennessee’s newly enacted congressional redistricting map, which Governor Bill Lee signed into law on May 7. The NAACP’s emergency motion seeks to block the map before the May 15 candidate qualifying deadline set by the Secretary of State. A separate federal lawsuit filed by Democratic candidates and voters argues the map violates First and Fourteenth Amendment rights by redrawing lines months before an August primary. 12, 13
Mississippi Sets May 20 Special Session on Redistricting
Mississippi Governor Tate Reeves formally scheduled a special legislative session for May 20 to redraw state Supreme Court districts, after the U.S. Supreme Court’s recent ruling weakened the Voting Rights Act. In a notable procedural move, the House will convene at the historic Old Capitol building due to ongoing renovations. White House pressure to extend the session to also redraw the congressional district held by Democratic Rep. Bennie Thompson remains intense, though significant logistical and legal hurdles have not been resolved. 14, 15
