Trump Signals Willingness to End Iran War Without Reopening Strait of Hormuz
President Trump has told advisers he is willing to end the military campaign against Iran even if the Strait of Hormuz remains largely closed, according to a Wall Street Journal report published Monday night. The administration assessed that attempting to force open the strait, which carries roughly one-fifth of the world’s oil supply, would extend the conflict well beyond Trump’s preferred four-to-six week timeline. The plan calls for winding down hostilities while pressuring Tehran diplomatically to restore trade, and if that fails, pushing European and Gulf allies to take the lead on reopening the waterway. The shift comes as Trump also claimed in a Truth Social post that Iran’s regime has agreed to “most” of a 15-point U.S. demands list.1,2
Lawmakers Spotted on Vacation as DHS Shutdown Hits 45 Days
Photos of Senator Lindsey Graham dining at Disney World and Representative Robert Garcia at a Las Vegas casino went viral on Monday, intensifying public backlash against Congress for leaving Washington without resolving the Department of Homeland Security funding standoff. The White House said President Trump is encouraging lawmakers to cancel their two-week recess and offered to host an Easter dinner at the White House if they return. The House and Senate remain deadlocked after passing conflicting bills last week, and neither Speaker Johnson nor Leader Thune has agreed to call members back. Congress is not scheduled to return until mid-April.3,4
Supreme Court to Hear Birthright Citizenship Arguments Tomorrow
The Supreme Court will hear oral arguments on Wednesday in Trump v. Barbara, a landmark case challenging President Trump’s executive order to end automatic citizenship for children born in the United States to undocumented or temporary-visa parents. Every lower court that has reviewed the order has ruled it unconstitutional, but the administration argues that 150 years of legal interpretation have been wrong. The case could affect an estimated 150,000 children born annually and roughly 4.6 million American-born children currently living with an undocumented parent, according to Pew Research Center data.5,6
Democratic Senators Break with Schumer over Key 2026 Primary Races
A growing number of Democratic senators are openly defying Senate Minority Leader Chuck Schumer’s preferred candidates in critical 2026 primary races, according to an Associated Press report published Monday. In Maine, Michigan, and Minnesota, Senators Bernie Sanders, Elizabeth Warren, and others have endorsed insurgent candidates over the establishment picks backed by Schumer and the party’s campaign arm. Senator Martin Heinrich of New Mexico said that “the conventional wisdom about what will succeed in an election cycle does not align with the current moment.” The rift reflects broader frustration within the party over whether its traditional approach can win back the Senate majority.7
Concerns Grow over Draft Executive Order to Seize Federal Control of Elections
A New York Times opinion piece published Monday warned that the greatest threat to the upcoming midterm elections may now come from inside the federal government. The piece referenced a 17-page draft executive order, first reported by the Washington Post in February, that would declare a national emergency based on unproven claims of foreign interference in the 2020 election. The proposal would give the president sweeping authority over voting, including the ability to ban mail-in ballots and require Americans to re-register with proof of citizenship on short notice. Trump has publicly denied any knowledge of the draft, but election law experts say the document continues to circulate among his allies.8,9,10

Washington Governor Signs First-Ever State Income Tax into Law
Governor Bob Ferguson officially signed Senate Bill 6346 on Monday in Olympia, establishing the first income tax in Washington state history. The law imposes a 9.9 percent tax on household income above one million dollars and is expected to generate roughly three billion dollars annually once collections begin in 2029. Revenue will fund expanded tax credits for working families, free K-12 school meals, and child care investments. The Washington State Republican Party has announced plans for a ballot repeal effort, needing more than 300,000 signatures by early July, and business groups are preparing a constitutional challenge.11,12
Redistricting Creates First Competitive Democratic Seat in Utah History
A court-ordered redistricting has created a solidly blue congressional district centered around Salt Lake City, and for the first time in decades, Utah Democrats are running as open progressives rather than centrists in a competitive race. The district, redrawn after voters approved an anti-gerrymandering initiative, has attracted a crowded Democratic primary field vying for what could be a pickup opportunity in the fight for control of the U.S. House. The open primary, scheduled for June 23, will allow any voter in the district to participate regardless of party affiliation.13
