Democrats Set to Force War Powers Vote at Today’s Pro Forma Session
House Democrats are expected to push for a War Powers Resolution this morning during the House pro forma session, scheduled for 11:30 a.m. ET. Minority Leader Hakeem Jeffries announced the effort Wednesday, directing Maryland Representative Glenn Ivey to seek unanimous consent for a resolution introduced by Ranking Member Greg Meeks that would require the president to withdraw U.S. forces from Iran unless Congress grants authorization. Republicans are expected to block the move with a single objection, as has occurred with previous war powers attempts. Democrats intend to force a formal floor vote when Congress reconvenes April 14.1,2,3
Senate to Vote on Iran War Powers Resolution Next Week as 60-Day Clock Nears
Senate Minority Leader Chuck Schumer announced Wednesday that Democrats will bring a war powers resolution to the Senate floor for a vote next week, as the 60-day clock under the 1973 War Powers Resolution approaches its limit. Trump filed his war powers notification with Congress on March 2, meaning the legal deadline to either obtain congressional authorization or withdraw forces falls in early May. Schumer stated, “No president, whether Democrat or Republican, should unilaterally lead the nation into war,” and called on Republicans to join the effort. Previous war powers votes in both chambers have failed along largely party lines.4,5,6
DHS Shutdown Enters Day 55; House Vote Expected April 13
The partial shutdown of the Department of Homeland Security enters its 55th day on Thursday, the longest in American history. Congress remains on recess and is not scheduled to reconvene until April 13, when House Republicans are expected to vote on the Senate-passed bipartisan funding bill that covers most of DHS through September. The House Freedom Caucus remains opposed to the Senate bill, creating uncertainty about whether Speaker Johnson can assemble the votes. President Trump issued an executive order on April 3 directing that DHS employees, including TSA agents, continue to receive paychecks in the interim.7,8
Trump’s FY2027 Budget Draws Sharp Reactions on Capitol Hill
Congressional reaction continues to build following President Trump’s release of his fiscal year 2027 budget proposal last Friday, which seeks $1.5 trillion for defense, a 44 percent increase from current levels, while cutting non-defense discretionary spending by 10 percent. Republican leaders on the House and Senate Armed Services Committees called the defense request “historic,” while Senate Appropriations Committee Ranking Member Patty Murray described the budget as “morally bankrupt.” Senate Minority Leader Chuck Schumer said Democrats would ensure the budget was never enacted as proposed. The plan also calls for a 5 to 7 percent pay raise for military personnel.9,10

Swalwell Misconduct Allegations Continue to Escalate in California Governor’s Race
New developments emerged Thursday in the sexual misconduct allegations swirling around Representative Eric Swalwell’s California gubernatorial campaign. Activist attorney Cheyenne Hunt, who says she is advising multiple women preparing to come forward, pushed back on the Swalwell campaign’s claim that the allegations are politically motivated, calling it “morally reprehensible” to suggest accusers “colluded with MAGA.” No accusations have been formally filed or independently verified, and the campaign maintains that no ethics complaints or nondisclosure agreements exist in Swalwell’s 13-year congressional tenure. The California June primary is approximately four weeks away.11,12,13
Early Voting Enters Final Stretch in Virginia Redistricting Referendum
Virginia’s early voting period for the April 21 redistricting referendum enters its final week, with turnout already exceeding figures from last year’s governor’s race, which saw the highest non-presidential turnout in state history. A “yes” vote would allow the Democrat-controlled General Assembly to adopt a new congressional map expected to favor Democrats in ten of the state’s eleven districts. The Virginia Supreme Court has allowed voting to proceed while still reviewing the amendment’s constitutionality, meaning the outcome could still be invalidated by the courts after the election. The deadline to request a mail ballot is Friday, April 10.14,15
Florida Special Sessions Approaching as Budget and Redistricting Deadlines Near
Florida lawmakers are preparing to return to Tallahassee for two separate special sessions in April, the first focused on a state budget that the regular session failed to produce, and the second, set for April 20 to 24, aimed at redrawing congressional districts. Republicans believe new maps could yield three to five additional GOP House seats ahead of the November midterms. A pending Supreme Court ruling in Louisiana v. Callais on the Voting Rights Act remains unissued, adding legal uncertainty to the redistricting effort. A lawsuit challenging Governor DeSantis’s authority to call the redistricting session remains before the Florida Supreme Court.16,17
